This box of the Studies and Reports Collection contains documents related to the President's Commission, whose purpose it was to reverse the decline in foreign languages and area studies. President Carter with Executive Order 12054, 21 April 1978, committed the Administration to the establishment of a presidential commission on Foreign Languages and Area Studies. The primary objective of the Commission was to re-introduce the instruction of foreign languages and regain public interest in area studies, by introducing foreign languages into elementary and secondary schools, stress foreign languages and its application in business, industry and trade, and finally the need to educate foreign agency personnel. Findings and recommendations to the President's Commission include comments on Congressman Panetta's proposals, the Language Commission Advisory Group Task Force on Elementary and Secondary Education, and the Task Force on Higher Education's Recommendation for A National Policy relating to Foreign Languages and International Studies. Communications and statements relating to the Monterey Regional Hearing of the President's Commission on Foreign Language and International Studies consist of briefing outlines, a draft briefing paper for President's Commission with comments, and a briefing to Colonel Foster on the Hearing of the President's Commission of Foreign Language and International Studies. The date range of these records is 1977-1979. |
