This box of the Studies and Reports Collection contains documents related to the President's Commission, whose purpose it was to reverse the decline in foreign languages and area studies. President Carter with Executive Order 12054, 21 April 1978, committed the Administration to the establishment of a presidential commission on Foreign Languages and Area Studies. The primary objective of the Commission was to re-introduce the instruction of foreign languages and regain public interest in area studies, by introducing foreign languages into elementary and secondary schools, stress foreign languages and its application in business, industry and trade, and finally the need to educate foreign agency personnel. As a result of the meetings and hearings, the Commission set forth a series of recommendations found in the Report to the President from the Presidents Commission and Foreign Languages and International Studies, titled; Strength Through Wisdom; A Critique of US Capability. Correspondence regarding the commission on Foreign Languages and Area Studies includes records to and from Congressman Leon Panetta. A 1977 letter from the Congressman to Commandant Stapleton outlines his interests in contacting individuals interested in foreign language and cultural training to obtain suggestions for focusing national attention on the importance of foreign language and cultural skill development. A Congressional task force is being formed to achieve this goal. Additional correspondence from other persons of Congress are also included. The date range of these records is 1976-1979. |
