This box of the Defense Foreign Language Program (DFLP) Collection includes materials related to the administration, funding, and operations of the Defense Foreign Language Program, as well as congressional hearings on foreign language requirements. Subject matter addressed includes DFLP status reports, committee meetings and reports, memos and correspondence regarding the NSA/CSS Level 3/3 Operational Language Requirement, funding resources and increased in response to the Global War on Terror, and David Chu's memo on language requirements and foreign area expertise. The research report on the Defense Foreign Language Program was to determine whether a formal evaluation of the DFLP was warranted. Specific objectives were to review the governing directives and current status of the DFLP, identify strengths and weaknesses in the management and implementation of the DFLP and identify specific aspects of concern to the participating organizations and officials. The Defense Foreign Language Program Policy directs each Service and Agency to establish a single, dedicated, Foreign Language Office, which responsibility and authority to collect and approve all foreign language requirements and resource programming. Agencies and Services are directed to develop estimates for needs in specific language support (by language, skill set, by task). In response to the Global War on Terror (GWOT) and DFLP requirements, the Army in currently unable to fill operational requirements in several languages that are key to the Middle Eastern countries. Near term solutions proposed included cross-training linguists into low-density languages, enhancement training for sub-proficient linguists, contracting for linguists, and implementing stop loss for Arabic, Persian-Farsi, and Pashto linguists. Long-term solutions are also noted. Funding increases in response to GWOT is also addressed in a 2002 memo, which addresses emerging requirements. Shortfalls in the categories of faculty requirements, student requirements, curriculum development, proficiency testing, and language laboratory modernization are outlined individually. Level 3/3 operational language requirements for the NSA/CSS are documented in a 2002 memo which requires a minimum level of 3/3 and replaced the 2/2 standard. This new requirement will result adjustments in training, assignments and number of billets. An assessment of the level 3 requirement is conducted in a separate memo, and tasks DLIFLC to perform an assessment of Service proposals and requirements for attaining an increased Reading/Listening level 3 competency for their Service cryptologic linguists. The date range of these documents is 2000-2003 . |
