This box of the Studies and Reports Collection contains documents regarding language training and proficiency studies. The reports were produced by DLI staff, the DoD, NPS students, the Army and GAO. Dr. Jim McNaughton's 1995 study titled Fixing the Language Problem: A Case Study in Joint Training Management outlines the military's history of language training programs and instruction. A 1996 Naval Postgraduate School student thesis studied the effect of gender on attrition at DLIFLC. The study noted that females experience roughly a 7 percent higher rate of attrition than males at DLIFLC. The study sought to determine whether the difference indicates a gender bias or whether it can be explained by other factors. Data on FY95 DLIFLC students are examined to determine factors which have a significant impact on attrition, with particular emphasis on gender. A US Army audit of the Army Foreign Language Program was undertaken in 2002 with review on the adequacy of foreign language training support, language proficiency, pay, and linguist recruiting and retention initiatives. Also evaluated was the feasibility of outsourcing Reserve Component linguist requirements. The 2005 Defense Language Transformation Roadmap was developed under the direction of the Under Secretary of Defense for Personnel and Readiness in an effort to develop and provide a comprehensive roadmap for achieving the full range of language capabilities necessary to support the 2004 Defense Strategy. The Roadmap outlines the goals of the current situation, the desired outcomes and required actions and specifically notes that the transformation of DLIFLC is a critical implied task for Defense Language Transformation and established outcomes for this task.
