This box of the 1988 Annual Command History contains records regarding various inputs. These inputs include ACTFL (American Council on the Teaching of Foreign Languages), Army Language Program (ALP), Board of Visitors (BOV), FY 88 Budget, Correspondence on General Arnold/Col. Poch, DFLP AO's (Defense Foreign Language Program Action Officers), and FAO's (Foreign Area Officer). Input for ACTFL (American Council on the Teaching of Foreign Languages) includes information regarding the ACTFL 23 Annual meeting, state foreign languyage requirements, and academic alliances to increase collaboratives between teachers. The ALP folder includes briefins slides regarding the Army language issues. This was an in-progress review (IPR) to LTG Weinstein, Deputy Chief of Staff for Intelligence (DCSINT). Topics discussed include initiatieves of Defense Foreign Languag eProgram (DFLP), actions to document zero-based validation of language coded positions, efforts to complete inventory of current linguists, a request for an update NLT March, Voice Interceptor (98G) recruiting program, retention statistics, and the status of the command language programs. The DCSINT agreed with intitiatives and supported contracting low density languages. The Board of Visitors (BOV) folder contains agendas and presentation slides. Topics include Foreign Languages and National security, an outline of the DLI chain of responsibility, the current mission and program status, Defense Foreign Language Program Resources posture, current initiatieves, specialized training requests, and BOV promotion of DLI mission in support of national security objectives. Also included is the notes from the first BOV meeting. It states tht the DLI BOV was created to help the DLI and the DoD identify the means and opportunites to better address the critical national need for foreign language skills. Correspondence on General Arnold/Col. Poch includes documents regarding the Defense Foreign Language Program (DFLP) General Steering Committee (GOSC) summary reports, Action Officer meeting highlights, "mini-GOSC" meeting notes. Specific issues discussed include Navy Basic course graduation, DLIFLC language training performance, CTM FLOs, HUMINT final learning objectives (FLO), language testing, proficiency pay, FAO Arabic training at FSI Tunis, TRADOC Action plan for foreign language training, deficient DLIFLC Arabic training, SOF language training requirements, and the Groesbeck article (Our Burgeoning Linguistics Gap). DFLP AO's (Defense Foreign Language Program Action Officers) folder contains meeting notes and highlights. Topics include treaty verification requirements, SOF Language requirements, DFLP performance, DLPT production, USMC request for a larger program, language code changes, enhancement course establishment, advance schedule publication , standardized codes, test in-house production, DMDC data base, early withdrawls, assignment of MAJ Outerbridge, ATTRS favoring USA students, and minimum entry DLAB scores. Also included is a draft of the treaty verification foreign language training requirements. FAO's (Foreign Area Officer) folder contains information regarding the first FAO orientation course, European Community plan for 1992, and graduate school goals, objectives and requirements.
