This box of the Studies and Reports Collection contains documents regarding Inspector General reports on DLIFLC and the Defense Foreign Language Program, individual studies on the adequacy of the Army's Foreign Language Program, establishment of the National Reserve Components Linguist Augmentation Detachment, and how much is enough to satisfy the Army's linguist needs. Records and correspondence regarding support for DLIFLC staying in Monterey are also included. The 1987 Inspector General report on DLIFLC outlines the Army's determination of DLIFLC's capabilities to accomplish its assigned mission. The inspection also inquired into the state of discipline of the command, efficiency, economy, morale and esprit, and readiness of the command. The inspection objective was to identify major inhibiting problems, determine the underlying root causes, and present them to the appropriate decisionmaker for resolution. DLIFLC's response to the IG report notes that in many cases an agreement with the assessment and recommendations were not agreed with. In 1993 the Inspector General of the DoD finalized the Defense Foreign Language Program report. The goal of which was to evaluate the DFLP by reviewing the adequacy of the policy and management structure within the Program, and by examining the effectiveness of program management, to include management of foreign language requirements and funding, training programs, and language trained military personnel. Noted for their specific expertise in managing and conducting language training was DLIFLC. It was noted, however, that plans, policies, roles and responsibilities for managing and executing the DFLP were incomplete or unclear. The date range of these records is 1987-1993. |
